Booster Seats for Children Under 4’8″, What About Short Adults?

This topic was brought to my attention yesterday.  The fact that any child under 4 foot 8 inches tall, needs to be in a booster seat while in a vehicle.  That is all find and dandy, but what about the adults that are under 4 foot 8 inches tall?

Does this make sense?  Or are adults “old enough” because they are adults and they don’t need the booster?  What is the booster for anyways?  I guess it would be so that the child will fit correctly into the seat belt if they are a bit higher in the seat.  I don’t know, this is just a random rant for the sack of ranting.  It caught my attention so POW! here it is!
